Saunders - Jul. 27 (Opinion) - Even when federal law required cooperation, San Francisco had declined. Some time around 2005, city officials determined that they would not notify federal authorities when undocumented juveniles - or criminals who simply claimed to be under 18 - were charged with felonies.
