Both Newsom and his wife, Jennifer Siebel Newsom, grew up in Marin, so this move must doubtlessly feel like a homecoming for the couple. They already knew about the leak and they didnt do anything, said Alex Monroy, who lives on Claremont Drive, not far from where a broken gas main burst into flames early Thursday evening, scorching everything around it. 

PG&amp;E has confirmed that one of its high-pressure natural gas transmission lines ruptured, causing the blaze that destroyed 53 homes, damaged 120 and killed at least three people. The explosion happened shortly aft 6 p.m. on Thursday and left a 15-foot-deep crater in the pavement.       <description>&lt;span&gt;spot.us - By Alice Chen - Jul. 15 (Special Report) - If you&#8217;ve been keeping up with the news, you&#8217;d probably think that housing in the Bay Area would be a bargain right now&#8211; or at the very least, much more affordable. After all, many news outlets have reported that median prices for homes sold in April dropped an astonishing 41% compared to last April, and 54% from the peak.

But if you&#8217;re a buyer, especially in prime areas like Berkeley, Mountain View or Lafayette, you&#8217;d quickly discover that home values have not dropped anywhere near that amount. In some cases, like Palo Alto or Sausalito, prices have even gone up slightly. Why the discrepancy?

First off, you should probably look at the data. Many news outlets focus on prices of sold homes. The problem is that about half of the homes sold in the past few months have been foreclosures, and sales volumes at high-end markets have been anemic.       <description>&lt;span&gt;berkeleydailyplanet.com - By Riya Bhattacharjee - Jan. 29 (News Report) - The $819 billion federal economic recovery package that the House approved Wednesday will inject California&#8217;s public school system with nearly $10 billion in federal aid over the next two years, providing funds for scholarships, child-care development, at-risk children, Head Start, school renovations and other programs. 

Under the proposed stimulus package, the Berkeley Unified School District is set to receive a little over $4 million over the next two years in combined construction, special education and Title I funding increases, with $2.5 million allocated for 2009-10 and the remaining assigned for the next fiscal year... 

Riddle said that the proposal itself was very encouraging since it would fund previously neglected programs such as special education, providing a boost to children who require special care and attention to succeed but don&#8217;t always have the financial capabilities.

Arnold Schwarzenegger signed the Global Warming Solutions Act Wednesday, a comprehensive cap on the carbon dioxide emissions from power plants, refineries and other large consumers of gas, oil, and coal, in a groundbreaking move that puts California ahead of the nation in the fight against global warming.

The law, formerly known as Assembly Bill 32, requires state greenhouse gas emissions to be reduced to 1990 levels by 2020. The California Air Resources Board will develop a list of short-term measures for reducing emissions to be enacted by 2010, followed in two years by a statewide cap designed to meet the 2020 goals.

&quot;AB32 will begin a bold new era of environmental protection in California that will change history,&quot; Schwarzenegger said. &quot;Nothing is more important than protecting our planet. The fight against global warming is one of the biggest issues of our time.&quot;

California has led the nation in addressing global warming since 2002, when the state Legislature passed limits on greenhouse gas emissions for cars and trucks, a bill sponsored by state Rep.
