Al-Qaeda strengthened its presence in the country. Foreign vessels entered Somali waters and engaged in illegal fishing, which caused piracy to balloon into an ugly reality. Somalia lived on mortgaged time, leased out to criminals of one sort or another, an ideal world for terrorists to flourish.

For Pakistan, monsoon rains bring fresh fears

Aljazeera - By Mujib Mashal - Jul. 03 (News Report) - Last summer, devastating floods caused by heavy monsoon rains swept across Pakistan, disrupting the lives of close to 20 million people. Nearly 2,000 Pakistanis were killed, 1.5 million houses were destroyed and over 11 million people displaced from their homes. "The world has never seen such a disaster," UN secretary general Ban Ki-moon declared during a visit to the flood affected areas. Most of the displaced have returned to start rebuilding their homes, government and UN officials say. But some had nothing to return to, so they remain in displacement camps. Those who did return fear that they might lose it all once again. The Pakistani government and the United Nations have sent out flood warnings already as the Monsoon season this year arrived a week earlier than usual. Heavy rains will continue through most of July and August as the monsoon moves from northern India and sweeps across Pakistan.

Afghanistan: Roadside bomb kills returning refugees

BBC News - Jul. 02 (News Report) - At least 11 members of a family have been killed by a roadside bomb in the southern Afghan province of Zabul. The family, including women and children, were thought to be refugees returning home from Pakistan. They were driving their van through Shamulzayi district when the blast occurred. They are thought to have been heading for Ghazni province. Roadside bombs are a weapon commonly used by the Taliban in their war against western forces.

EU presses Syria to allow aid agencies in

Aljazeera - Jun. 12 (News Report) - The European Union foreign policy chief has called on Syria to allow international aid agencies in to help civilians caught up in the increasing violence. In a statement denouncing Syria's crackdown on pro-democracy protesters, Catherine Ashton echoed US concerns about the humanitarian crisis the conflict had created and repeated her calls for the regime to change course. "I deplore the escalating use of brutal force against protestors in Syria in recent days," Ashton said on Saturday. "I reiterate my repeated calls on the Syrian authorities to change course. "This includes releasing all those arrested in connection with protests, as well as other political prisoners who remain under detention despite the recent amnesty announced by President Assad. "Those responsible for the violence and killings must be held accountable," said Ashton, calling for Damascus to comply with UN requests to cooperate with its human rights officials. Ashton also called for Syria to lift its siege of cities where protests had taken place.

New York Times - By MARK McDONALD - Nov. 23 (Special Report) - The South Korean military went to “crisis status” on Tuesday and threatened military strikes after the North fired dozens of shells at a South Korean island, killing two of the South’s soldiers and setting off an exchange of fire in one of the most serious clashes between the two sides in decades. President Lee Myung-bak met with security-related ministers and senior aides in the underground situation room at the Blue House, the presidential office and residence, and ordered strikes on North Korea’s missile base if the North made any “indication of further provocation,” The Korea Herald quoted a presidential spokesman, Hong Sang-pyo, as saying.

While the church relented on a Sept. 30 deadline under pressure from humanitarian officials, it still wants its Haitian headquarters rid of a population that church officials have come to see as a freeloading nuisance. “This used to be a beautiful place, but these people are tearing up the property,” said Jim Hudson, a Church of God missionary living at the site. “They’re urinating on it. They’re bathing out in public. They’re stealing electricity. And they don’t work. They sit around all day, waiting for handouts.”

The Corail Cesselesse camp is the first major housing effort since the Jan. 12 earthquake. It's dry, but far from the city, schools, supplies, and jobs.

Western towns remained devastated and isolated, and Dominicans braced for refugees. Relief efforts struggled to get food, water and medicine to the hardest hit areas of the island on Friday, as security deteriorated amid a government vacuum and world leaders pledged more aid and personal visits to this devastated nation. There were reports of some looting in the capital, even as the U.S. military assumed control of the airport and helicopters airlifted supplies from a carrier off the coast. Evans Paul, former mayor of Port-au-Prince, summed up Haiti's two most urgent needs: ``We need rescue and security,'' he said. With the USS Carl Vinson stationed in the bay of Port-au-Prince, the commander of the U.S. military relief effort said personnel and supplies were moving into the country, though their distribution was hampered by impassible roads and a desperate population.
