Feuding Political Camps in Lebanon Agree to Talk to End Impasse

Worth, Nada Bakri - May. 16 (News Report) - The warring political camps in Lebanon agreed Thursday to hold renewed talks in a deal negotiated by Arab diplomats that reopened the country's airport and appeared to end a week of bloody political crisis. The deal was a victory for the Hezbollah-led opposition, which won concessions from the governing coalition on how to end the 18-month political stalemate here -- after showing its military superiority during fighting last week. The government, supported by the West and Saudi Arabia, had already backed down from two decisions it issued last week that singled out Hezbollah's communications network and its control over the airport. Those decisions had led to street battles that left at least 62 people dead in the worst internal fighting since the 15-year civil war. The violence subsided this week, but without a formal resolution, many roads had remained blocked by Hezbollah supporters and tensions were high. The deal, which has yet to be completed, calls for talks leading to the formation of a new cabinet and the drafting of a new electoral law, a bitterly disputed item in Lebanon's sectarian system of power-sharing. Once there is agreement on those points, the deal calls for Parliament to elect Gen. Michel Suleiman, the commander of Lebanon's Army, as the next president, filling a post that has been vacant since late November. On the eve of his election, the 18-month opposition sit-in that has crippled Beirut's downtown will be halted. Those terms represented a concession by Lebanon's governing coalition, which had insisted until now on electing General Suleiman before discussing the cabinet and the electoral law. The turnabout came after Hezbollah briefly seized control of west Beirut, in what many Arab leaders saw as an ominous sign of the power of Hezbollah and its patrons, Iran and Syria.

The UN Security Council resolved in 2004 that all Lebanon's militias must be disarmed, but Hizbullah insisted its noble cause was resistance to Israel, despite the Jewish state's abandonment of all but a tiny corner of Lebanon. The party continued to receive a supply of heavy weapons from Syria and Iran. In the end, the fight with Israel that Hizbullah provoked in 2006 brought massive and needless ruin.

Miami Herald - By Hannah Allam - May. 13 (News Report) - Lebanese Sunni Muslim leader Saad Hariri vowed Tuesday that his U.S.-backed movement will never surrender to the militant Shiite Muslim group Hezbollah and its allies, but his words rang hollow after a week of swift and humiliating defeats at the hands of opposition militias. Hariri, the son and political heir of slain former Prime Minister Rafik Hariri, could do little to counter the deep-rooted shame and fury shared by many Sunnis over effectively losing the glamorous capital to what Hariri called as proxy forces of Iran and Syria. "They simply are demanding that we surrender. They want Beirut to raise white flags. ... This is impossible," Hariri said. "They will not be able to obtain Saad al Hariri's signature ... on a deed to surrender to the Iranian and Syrian regimes." But he didn't say what, if anything, Sunnis could do to reverse Hezbollah's gains. The trouncing of its Lebanese allies also was an embarrassing blow to President Bush, who arrives in Israel Wednesday and was to meet with Lebanese Prime Minister Fuad Saniora in Cairo, Egypt, over the weekend. Even if he could afford to leave the country in the midst of a crisis, Saniora faces the logistical problem of how to fly out of his country with its only international airport closed. For many Sunnis, including several who took up arms in street battles against Hezbollah-allied gunmen in the past week, the Shiite-led takeover of Beirut is already a fait accompli. They sounded like Iraqi Sunnis after the fall of Baghdad and the ensuing rise of Shiite leaders there.
