It is not a minor threshold that young people entering adult society and work, or those returning to college seeking enhanced credentials, might pass through easily. Because of its unprecedented and escalating amounts, it is a major constraint that looms over the lives of those so contracted, binding individuals for a significant part of their future work lives. Although it has more varied application, less direct effects, and less severe conditions than colonial indenture did (some have less and some greater debt, some attain better incomes) and it does not bind one to a particular job, student debt permeates everyday experience with concern over the monthly chit and encumbers job and life choices.

Inside Higher Ed - By Doug Lederman - Feb. 04 (News Analysis) - Commentators have increasingly been wondering if the end might finally be in sight for the many years’ worth of steady and often not-so-slow increases in college tuitions. How much longer, the thinking goes, will American students and parents be able to afford — and/or put up with — rapidly rising prices and expenditures on higher education? Of course, predictions of the end of the line for big tuition increases have come and gone before, and threats of aggressive federal efforts to try to control college prices typically recede, as they did during the passage of last year’s Higher Education Act renewal. But a new poll released today offers compelling evidence that, much as people view higher education as increasingly essential, public concern about the price of college and access to higher education for lower-income Americans is accelerating rapidly. The survey, conducted in December by Public Citizen and the National Center for Public Policy and Higher Education, follows fairly closely on the heels of the group’s last such poll, in early 2007, yet shows significant changes in that short time in the responses of Americans on key subjects.

As the House of Representatives passed an economic stimulus package on Wednesday that would pour tens of billions of dollars into higher education, through spending on research, school and college infrastructure, and aid to states to ward off cuts in education budgets, leading policy makers gathered just a few blocks away to discuss K-12 and higher education policy in the Obama administration. And while the conversation did not in most cases focus on the stimulus package, the gist of the discussions — that state and federal decision makers have largely missed the mark in much of their recent policy making about higher education — left the unmistakable impression that the economic package, while perhaps necessary from a purely economic standpoint, would not necessarily be the best use of federal education dollars.
