Miller-McCune - By John Mecklin - Jul. 27 (Opinion) - I lived in Arizona for several years in the mid-1990s, and since then, at least, the state’s politics have been dominated by a form of political discourse — if you can call it discourse — that ranges far to the right of anything that most Americans might have called conservatism (at least until very recently). Some 14 years ago, I wrote a column that called the approach “barbarism as a public relations strategy.” It is a manipulative, authoritarian, all but fact-independent form of politics-as-public-theater that uses simple, media-friendly publicity stunts and harsh rhetoric to prey on the fears of unsophisticated voters, making society’s least powerful and most vulnerable into scapegoats and boogeymen who are unworthy of being treated as Americans or, even, human beings. When I first wrote about this kind of politics in the mid-1990s, it was being practiced by Maricopa County Sheriff Joe Arpaio, who’d honed it in a series of PR initiatives relating to his notorious jail, where conditions were so inhumane as to draw the interest of Amnesty International and the U.S. Justice Department.

The plot was simple: Basically, the last immigrants off the boats were at the bottom of the food chain and made to feel very unwelcome by the “real” Americans, who had arrived years earlier from different European countries. Ethnic gangs fought bloody turf wars in a futile effort to maintain or gain dominance. The irony, of course, is the fact that over time, these ethnic factions intermarried and melted into the fabric of our great American immigrant-based culture.

Had Obama been able to push immigration reform through in his first year, a bill like SB 1070 would have been impossible; if you provide a path to citizenship for the 12 million immigrants currently living in the country, a law targeting the undocumented will not accomplish much. The Justice Department's lawsuit against Arizona is the administration cleaning up its own mess.
