The article sheds more light on the legal details of the bushcheney attempt to put themselves willy-nilly above the law at their own whim. Informative.

Notwithstanding the appearance of detailed and scholarly effort on the part of the author of this piece, the actual fact is that the President has unquestioned authority to amend, revise or eliminate any and all such requirements. The writer is, of course, pushing his own agenda irrespective of the facts.
