No. It leaves too many questions un-addressed: why the appointment of a vice president has caused such a ruckus; why " It was not clear if detainees were released or transferred...."; and what, exactly, is a "semi-official" news agency???

Perhaps a light -- for the Iranian people -- at the end of a very long,dark tunnel; PERHAPS.

Khamenei’s order is seen as a move to calm the growing discontent among leading moderates and their supporters, particularly when the clerical establishment faces disputes among its hardline supporters over President Mahmoud Ahmadinejad’s appointment of his first vice-president.

I have no idea who this vice president is, or, more importantly, why his appointment has caused such a ruckus.
