The WSJ is not reputable any more. Rove is not reputable. The story does provide the Rove spin. It focuses on the popular vote more than the electoral vote, seemingly trying to generate enthusiasm for labeling any Democratic electoral vote win not a legitimate win. Horse race journalism like this ignores issues, trying to influence voters with momentum rather than important issue topics.
