In this article, individuals are responsible for the health issue. I'm not sure I would say responsible, but more so at risk. This article is describing that how, in the Hispanic population, cancer has now surpassed heart disease as the number one cause of death. The main reason behind this is that there are "lower rates of screening for cervical cancer, differences in lifestyle and dietary patterns, and possible genetic factors". The article is basically saying that cancer is now responsible for more deaths over heart disease among this specific group of people. However, a key factor in this article is that there is a prediction that this will be true for society as a whole in the near future.
