This short bit is a sound bite from a speech. It adds a claim by Ahmadinejad that he sees Iran becoming an exporter of nuclear fuel, a potentially valuable service to the nuclear energy community, which is not elaborated upon in the story. This style of reporting is more evocative of radio or TV where "space" is imited, an excuse for shallowness not appropriate here. It tends to make a comic-book figure of the speaker.
