This article attempts to defend Wolfiwitz against the critical report from the World Bank. The biggest weakness, I found, is that the article does not ground the defense on Wolfowitz' actions being proper or acceptable. Instead of refuting the charges against Wolfowitz, the author attacked the report as being biased and cited unnamed sources and unsubstantiated claims in an attempt to prove an anti-Wolfowitz conspiracy eg.
