All this is saying is that the surge has to show some progress by the fall. Since Petraeus himself said this, it only makes sense that the republicans would agree with him. The bit about democrats targeting blue state republicans makes an unsaid point, the democrats are only doing this for political gain. They want this issue to make gains in the house and senate. They don't care at all about what happens to the Iraqis.
