This smacks of the 1960s argument that "they'd rather be with thjeir own kind. Seperate is never equal. it is just another way to justify inequality, After the desegregation movement died down, the creation of Independent school districts bloomed, When this could not stem the tide, Vouchers were the buzz word for segregation, now it's charter schools.
