An interim report by a presidential task force reviewing U.S. detention policy laid out for the first time the means by which Justice and Defense department lawyers will determine whether the 229 detainees remaining at Guantanamo get criminal or military trials. Lots of attributions to unnamed officials. No laying out of the legal arguments for civil trials.
