A clear concise explaination of the next generation RV test vehicle by ESA.

The Russians are taking advantage of joint operating technoloy with the EU nations. There are 4 nations with retiring IC/SLBMs, Russia has found a way to sell hers. Because of DoD concerns, the US has been reluctant to for joint operations.
