Huge Win for Impeachment in Vermont

Under Thomas Jefferson's Manual for Rules of the House, such a joint resolution, should it pass, is an alternative route to impeachment, and would require the House Judiciary Committee to initiate an impeachment hearing to determine whether grounds for impeachment of the president and vice president exist. Wow! While certainly opinionated, this article taught me some things about impeachment--and I thought myself better informed than many on the topic. What it fails to mention, and I really wanted to know, were the specific high crimes and misdemeanors the Vermont senate would base impeachment on. I was talking to a lawyer on this very topic about a week ago and that was his first question.
