A scheduled test of Russia's new Bulava submarine-launched ballistic missile (SLBM) on July 15 was a failure, the Defense Ministry's press service said on Thursday.

Taken with the cluster of stories, this provides some of the backdrop for the weapons seduction talks.

What better to give up than a weapon system that doesn't work. Nixon got away with it in Salt, Putin may have learned from the master.
