Reid says budget talks stymied by GOP policy provisions

Mr. Hirsch, the reason that the budget was not passed last year was that so called Republicans abused the required 60 votes in the Senate. Yes some will still work but if you go to a Federal Building to Federal Park or other federal site to do anything they will likely be closed.
