Reid says budget talks stymied by GOP policy provisions
Congressional negotiators working through the night failed to reach an agreement to fund the federal government for the remainder of the year as their talks foundered over two Republican policy provisions on abortion and the environment, increasing the likelihood of a government shutdown beginning this weekend, Senate Majority Leader Harry M.
