Suscinct report on the proposals announced by Congress late last week to fund the war, set benchmarks and set a timetable. Generally less partisan than similar reports by the Post, NYT and LA Times. However, it makes $20 billion in new spending added by the Dems sound like a lot, while the military spends a billion or so every couple of days on this war.
