That the USSOS directly asked for amnesty may open the door, considering their admission of guilt. With all the UN tensions N Korea may accept the offer in a face saving gesture.

Asking for amnesty treats North Korea like a sovereign nation as it craves international recognition, said Victor Cha, an analyst on North Korea, while “very sorry” implies an apology that allows the North Koreans to save face.
