Disappointing. There is important information in this article, but much of it is buried at the end with no clue to its presence in either the headline or the early paragraphs. The article really covers two separate immigration-related issues: the first, Napalitano's UTEP speech taking issue with GOP criticism of her border policies, gets the headline and leads the article, serves as the attention grabber. Preston shifts gears halfway through, however, to discuss a new independent study that uncovers major problems in the enforcement of 287(g), a program through which federal and local law enforcement agencies collaborate on immigration enforcement.
