California v Texas: America's future
Plenty of American states have budget crises; but California’s illustrate two more structural worries about the state. Blaming the unions for California's demise is like blaming the flood victims for the huricane. They may bear some responsibility for their situation, but there was nothing they could do . Prop 13 is not even alluded to.
