This is one of the poorest stories I have seen in the New York Times. To make stimulus work, work on highways must begin quickly. That is difficult to impossible to do in cities.

Must cites allow more cars and trucks or should they be limiting the number that come into the city and looking at ways to get people and items into the city other ways.
