This is one of the poorest stories I have seen in the New York Times. To make stimulus work, work on highways must begin quickly. That is difficult to impossible to do in cities.

Must cites allow more cars and trucks or should they be limiting the number that come into the city and looking at ways to get people and items into the city other ways.

Transportation in urban areas should be directed to mass transportion first. Rural areas where mass transit is not available should be the first priority for federal dollars.
