The series identifies hugely expensive military equipment items in the budget because of political pressure for local jobs, not for any real military benefit.

Publicly financed elections would reduce leverage of the big military-industrial-media complex upon the military spending. The F-22 and missile defense are prime areas for cuts. Especially when absent a president who wants to restart either a cold or hot war against Russia. 187 unused fighters should be enough.
