Without more base specifics I find the article poor especially for Reuters standards.

A clear concise report of the facts

Considering the context of this being a military matter for which infomation is always withheld by the DOD, this is quite informative.

Opponents contend the base poses a threat to ground water, is dangerous for residents and for Vicenza’s historic center, a treasure of Renaissance architecture. More »
