If Biden has such great power, why is he unable to block the ill-advised large increase in US military forces in Afghanistan, that Obama is about to announce?

I'm sorry Joe Bidan and John Kerry cannot stop the huge increase in the squandering of US taxpayer dollars in the Afghan mess.
