Replace state property tax with carbon tax for climate action

Though the proposal seems to favor regressive taxation by reducing property taxes and Business & Occupation taxes, the idea of a state carbon tax, with appropriate adjustments merits more thought. This article provides a starting point.

Reducing the regressive sales tax in order to impose a carbon tax would be more socially responsible. A carbon tax is much simpler and harder to evade than the dicey cap and trade solution being hyped at the federal level.
