Feds failing in duty to protect water from oilsands development

Worldwide the oil industry has done whatever it can, whenever it can. It normally ends up with private attorneys, not the goverment that finally force their hand. Even when they lose, they can spend decades (Exxon Valdez) before they have to pay.
