What's the actual impact of making these congressional rules in to law? The analysis of PayGo with Jim Horney of the Center for Budget and Policy Priorities provides a realistic and mostly non-biased look at the effects of moving toward reinstituting some form of pay as you go.

This is a policy direction for congress to refine and implement. It should not have been dropped by the past congress.
