I trust that the article is written by an expert in the field of healthcare, but I feel the project should merit a more inspiring approach: What does Shailagh Murray personally hope for, which chances and which risks should determine lawmakers' choices? The article gives many details which makes it hard to grasp the main point.

My personal view is that healthcare costs should not be central in the debate, but the goal to provide medical care to all those who need it. For me, health care is a social task which cannot be reduced to financial "engineering".
