Concise summary of the Democratic/Kennedy plan for health insurance does a good basic job of covering the main points. No details. No background. No discussion of health care access.

This is a give-away for the insurance industry, but not as much as the Clinton plan was. The public plan makes it somewhat progressive, but leaving single payer out of the discussion makes it less complete. Leaving out discussion of the effect of lack of primary care physicians and the need to support primary care in order to actually provide access is a major failing. Remember that Massachusetts dramatically increased insurance coverage, but left many searching frantically for primary care physicians with space in their practices to accept new patients.
