It tries to summarize what the GOP dilemma is and offer possible models for change. It also notes that politics tends to be cyclical - Democrats have had bad times, too. But it's harder to say how GOP can change without becoming a 'me too' - just as the Democrats did for a while.

Some of the current hate filled individuals who seem to personify conservative thought today are scary because they do attract audiences. And if the economy is still in the tank and the wars get bloodier again, they might get listened to by more people. It's happened before.
