In Cyberweapons Race, Questions Linger Over U.S. Offensive Capability

This article points out that the US needs to address many questions in regards to conducting cyber warfare (like is it permissible to attack public type systems, and are pre-emptive strikes ok?). The story is well sourced and relatively informative.

This is an interesting story, but in the end I think readers are left not knowing what to think. Are we really in danger? If so, are the dangers being addressed?
