Anonymous attribution of a horribly illegal administrative decision.

U.S. and international law requires prosecution for torture. If these people can successfully defend themselves, then they can be off the hook. The only reason to let them off the hook would be immunity if they would testify about higher-ups in the Bush administration. This announcement portends that Obama will fail to prosecute higher-ups also
