Bail out Somalia to curb the pirates?

Obama, like pre-9/11 Bush, may scorn nation-building. But can the US afford not to do it?

... without US leadership, it's unlikely that Europe or the United Nations will do more than support beefing up the international naval presence off Somalia's coast. this is a call for the president to figure out means to changing somalia's offspring of pirates, pointing out that it may be a low priority but also that it needs to be addressed and likely won't be unless the u.s. leads the way. not much is discussed about the "weakly run countries as a major threat to the u.s." as an increasing problem which derives from the 'haves and 'have-nots becoming more aggressive and acquiring more tools/weapons to wreak havoc on everyone, and what may have to change to fix it.
