Falsehoods in Iraq shooting unpunished

The state department was reluctant to negatively affect the morale of crazed murderers? The article is so mater of fact, it is hard to capture their degree of complicity in ok-ing the lying and implicitly the murders.

The reckless mercenary millionaires will just shift over from xe/blackwater to work for Triple Canopy. Will the state department be reluctant to negatively affect their moral-free morale?
