This story is fantasy. Cap and trade and carbon control will never get beyond the this is a nice new tax stage. True carbon limitation would send gas to $15 gallon and raise everyones electric and heat to the skies.

The political reality is that carbon control is a political impossibility, here, in China, in India and even in Europe. The main appeal is the tax aspect. The Scientific American has a long record of completely wrong calls on science policy.
