Costco, Starbucks, Whole Foods Offer Compromise on Union Bill

Starbucks Corp., Whole Foods Market Inc. and Costco Wholesale Corp. are offering a compromise on union-backed “card-check” legislation that U.S. business groups are spending millions of dollars to defeat.

The legislation, known at the Employee Free Choice Act, would allow employees to form unions by signing cards rather than through a secret-ballot election.
