Covers the transition from presidental perogative to the rule of law, while somewhat understating the significance, it show that change is and will be slow but deliberate.

Just as Eisenhower left Kennedy with the bay of pigs. Bush one left Clinton with Waco, Bush two has left a complicated mess that holdovers are handling until the new administration can get all of its people on board. Many problems are going to have to be solved, and until the whole Obama team is on board, he will get his news filtered through Bush loyalist that have stayed around until they can be replaced.
