DNR blames unclear rules for possible violation; a Seattle P-I consultant disagrees

Not only are the Boy Scouts selling off logs on forest lands donated to them, the loggers are here seen as violating logging regulations, endangering streams and salmon. This is good persistent investigative reporting.
