Was it illegal at the time that the prisoners were tortured? If the torturers were told this was legal, all the up the chain to the president. Was it legal.? Picking off the low ranked people who were ordered to this is unfair. Thats why a special prosecutor has to be appointed.

I can't help but wonder was some kind of deal was made before Bush left office. This doesn't pass the smell test.
