The most thorough treatment I have read regarding the events leading up to Gulf War I, though I would stop short of endorsing Nora Eisenberg's view that 9/11 was strictly a "cause and effect" event that we brought upon ourselves. (In fact we may one day find that the truth is uglier than that.) For those who wish to understand Gulf War I, and its aftermath, I highly recommend this story.

I was acutely aware of the Soviet peace agreement that Gorbachev brokered on the eve of our invasion, because a month earlier I personally implored Gorbachev to get involved in order to stop the invasion. Yet, in the elder Bush's own words, he told Collin Powell "We'll have to stiff Gorbachev." Bush wanted this war to cement his place in history and end the "Vietnam Syndrome;" peace was not an option.
