Deal to plug $41 billion deficit founders as GOP balks at tax increases

By Monday night, Senate leader Darrell Steinberg announced that lawmakers had failed to find the final vote needed in his chamber as Republicans refused to support more than $14 billion in tax increases. The story notes that California faces the undemocratic supermajority requirement of 2/3 majority to pass budgets and tax increases. Voter initiatives also are alleged to have hamstringed legislators.

This sounds like democracy is being held up by a dogmatic minority using peculiar laws they have motivated in the past.
