Corden gives the history of the U.S. Arms Control and Disarmament Agency as a separate agency and after it was merged with the State Department. He argues that focus and access benefits would result if Obama reformed it as an independent agency. Akaka's committee study is cited.

Control of nuclear arms and materials is a critical topic, and deserves the best solutions. This article explores how to get to such solutions.
