The article does not evaluate how much effect Mbeki's opposition slowed previous aids aid efforts. Much of the material appears to come from recipients of the aid, who may well have a political economic reason to praise the donor. Still, in some small way, Bush may have had some good intentions here that did not end in complete disaster.

If these are US tax dollars, why does the effort try to aggrandize Bush by naming it a Presidential program? The faith-based and abstinence aspects seem inappropriate for a project from a secular state.

Filled with anecdotal information this story provides ample reason to agree with its title. It would benefit from more expert references to substantiate the many statistical and factual statements made throughout the piece.
