Reading between the lines, it sounds like creating the marine monument was one of Bush's few positive accomplishments. However, as the article says, the devil is in the details. Does it really protect the ecosystems, or did the map get gerrymandered to enable harmful mining and fishing in spite of the purpose? And fishing regulations mean nothing unless they are enforced.
