This article has good structure and the quotes are put into context but the context is nowhere near reality or balanced. This article is a good example of an attempt by the "Washington Consensus" to be "fair and balanced".

Any article which bandies about the term liberal tends not to have quality content. A common technique of these types of pseudo-journalists is to give one quote from what they consider to be a "liberal" source and then "balance" the quote with several quotes from extremist organizations like the Americans for Tax Reform and one or more politicians associated with those extremist organizations.
